1. Start here: the story so far
This is our summary of the record published in full in the evidence section below. Nothing here is a claim you cannot check there.
The fraud prosecutor and the Dubai trip
Prosecuting fraud is part of Paxton's job in Texas. On New Year's Eve, he was in Dubai with two men indicted for fraud. Both men have pleaded not guilty, and no finding has been made against Paxton himself. The trip, the indictments, and the timeline are documented in the evidence section below.
→ THE DUBAI TRIP, THE INDICTMENTS, AND THE DONATIONS ARE DOCUMENTED IN THE EVIDENCE SECTION BELOW
What he tells donors, and what he says in public
Twice in September, recordings of Paxton speaking privately to donors became public. In them, he sounds frustrated with his own campaign:
“I've never been in a race where I felt less control over the campaign… it's all coming from D.C. … I don't control messaging or what we're doing.”PAXTON, SEPT 24 DONOR FUNDRAISER, AUDIO REPORTED BY POLITICO
“It's not tariffs. It's the war, it's gas prices. Diesel is over $6 a gallon… people are feeling the pinch. That's probably the biggest problem.”PAXTON, SEPTEMBER DONOR MEETING, FIRST REPORTED BY AXIOS
In public, the posture is different: he campaigns alongside President Trump, who stumped for him in Denton on Oct 2, and he has previously defended U.S. military action against Iran, the same war he told donors is his campaign's biggest problem. His campaign's response is also on the record: an aide called the first leaked audio “manipulated nonsense” and said internal polling has Paxton up 3 points.
→ FULL QUOTES, DATES, AND SOURCES IN THE EVIDENCE SECTION BELOW
Why this race matters beyond Texas
The Senate is closely divided, and this seat helps decide which party controls it. That is why outside money is pouring in, including $158 million traced to one donor, covered in the money section below.
2. Follow the money, in plain English
Reported Reported fundraising and outside spending (not FEC-verified). Campaign-announced and media-reported totals; not official donor records.
- FACT
USA Today, citing FEC filings released Oct 15, reported that Elon Musk contributed $158 million in September 2026 to super PACs backing Ken Paxton's Senate bid: $75 million to the Senate Leadership Fund on Sept 9 and $83 million on Sept 22. SLF then gave Texas PAC $75 million on Sept 10 and $83 million on Sept 24, its only two contributions. (Filing caveat: the filings show Musk's contributions to SLF and SLF's transfers to Texas PAC; they do not prove Musk's specific dollars were the ones transferred. Money is fungible.)
- FACT
Texas PAC, the newly formed entity that received the Senate Leadership Fund's transfer, was immediately on air with pro-Paxton television spots, per the same USA Today filing review. The amount Texas PAC has spent on the ads was not specified in the report; it is recorded here as a gap, not a zero.
Plain English: what is a super PAC, and what are “independent” ads?
A PAC is a group that pools money for politics. A super PAC can take unlimited donations, but by law it cannot give money directly to a candidate or coordinate with their campaign. Its ads are called independent expenditures for that reason. Money a super PAC spends is not money the candidate controls.
Every money claim on this page carries its source and its confidence level; the full item-by-item money record is in the evidence below.
3. What they promised
Each promise is tracked against documented votes and actions. A status is set only from the record; where a promise has not been tested yet, the card says so.
- PROMISENo test yet
Campaign pledge to "stand up and fight for Republican values, fight for the values of the people of Texas, and also support Donald Trump."
- PROMISEIn progress
he will help President Trump deport the criminal illegal aliens Joe Biden invited into the country, secure the border, and complete the construction of the border wall.
Verification note: Date is the verification date; campaign issues page carries no publication date.
- PROMISEIn progress
will work alongside President Trump to Make America Healthy Again by taking on Big Pharma and Big Food, increasing transparency in our food and healthcare systems Status so far: As attorney general, his office announced on Oct 5, 2026 an investigation of UnitedHealth Group and issued civil investigative demands over alleged deceptive practices denying Texans medically necessary care. No charges were filed in that announcement, and the allegations are unproven.
Verification note: Date is the verification date; campaign issues page carries no publication date.
- PROMISEIn progress
[Paraphrase] As senator, fight to cut taxes and stop wasteful spending, bring down costs, remove regulations designed to hurt energy companies, and work to revitalize American manufacturing and create American jobs. Status so far: In audio from a Sept 24, 2026 fundraiser, reported Oct 8, 2026, he said making "some reasonable cuts to mandatory spending" would have to be done. He did not name programs in that clip.
Verification note: Date is the verification date; campaign issues page carries no publication date.
- PROMISEIn progress
[Paraphrase] Supports permanently repealing the federal gas tax: 'I think gas prices are high. Let's give them the opportunity to, at least for the time being, to have a better deal.'
- PROMISENo test yet
Paxton unveiled his "Protecting Texas Promise Plan" at the Rockwall launch: a $25,000 deduction for out-of-pocket medical expenses for each family member, a $50,000 down-payment deduction for first- and second-time homebuyers, doubling the child tax credit, and making Trump investment accounts for children under 18 permanent.
Verification note: Plan dates to August 2026; re-unveiled at the tour launch. Relay of CBS News Texas reporting.

What they said
- STATEMENT
On entering the Senate race: "It's time we have another great senator that will actually stand up and fight for Republican values... and support Donald Trump in the areas that he's focused on."
- STATEMENT
After Talarico again called for a temporary federal gas and diesel tax suspension: "Of course I support suspending the gas tax. In fact, I believe we should suspend it permanently... Washington should fund roads by cutting waste, not by taxing Texans at the pump." Went further than the suspension Talarico proposed, backing full repeal. Notably did not join Talarico's call to oppose the Iran war; Paxton has previously defended U.S. military action against Iran.
- STATEMENT
Told conservative donors that Trump’s midterm convention hurt Republican numbers: "So to be honest with you, the numbers — when we did that convention — it dropped our numbers. Everybody’s numbers dropped. Right now, yeah, not good." (Verified: Reuters plus NYT via The Times.) Aide Nick Maddux called the audio "manipulated nonsense" and said internal polling has Paxton up 3. Say/do note: privately blaming Trump while publicly welcoming his campaigning; Trump stumped for Paxton in Denton on Oct 2.
- STATEMENT
Conditional support for data centers: they must generate their own power (no grid-draw rate hikes), use closed-loop water recycling, and ban Chinese hardware, software, and components. "This is not an extreme yes-no. This is a yes with conditions."
- FACT
The RNC announced Trump will headline an Oct 7 rally at the Freeman Coliseum in San Antonio; per an RNC official, Paxton will speak at the rally (along with congressional candidate Carlos De La Cruz). This follows the Oct 1 Denton event where Trump praised Paxton ('one of the most loyal people') but did not bring him onstage.
- STATEMENT
Talarico responded that voting party over person "is exactly what's wrong with today's politics."
- FACT
Angela Paxton's TV ad aired during Sunday's Cowboys game. She never names her estranged husband and urges Republicans not to focus on "one individual," voting the whole ticket instead; the regional buy also hit out-of-state markets.
- STATEMENT
Campaign adviser Nick Maddux said Paxton meant super PACs ("campaigns don't coordinate with super PACs") and added that Paxton's statewide TV buy started over the weekend.
- STATEMENT
Leaked audio from a Sept 24 DC fundraiser has Paxton saying: "I've never been in a race where I felt less control over the campaign... it's all coming from D.C. ... I don't control messaging or what we're doing." Politico verified the audio's authenticity; it is the second such leak in weeks.
- STATEMENT
Said the Iran war and high gas prices are his campaign's "biggest problem": "It's not tariffs. It's the war, it's gas prices. Diesel is over $6 a gallon... people are feeling the pinch. That's probably the biggest problem... that's by far our biggest problem." He also described his tax-cut plan (new home and healthcare write-offs, expanded child tax credit) and said he "could not stop the war" and had "no control over gas prices."
Verification note: Single-source (Axios). CNN has not independently verified the audio. Paxton's campaign did not dispute authenticity, calling it a "non-story": "The Attorney General said what every Texan already knows."
- ANALYSIS
Say/do tension, labeled analysis: Paxton has previously defended U.S. military action against Iran (per this record), but in the September donor meeting he told donors the war is "by far" his campaign's biggest problem. Public support for the war sits alongside private concern that the war and gas prices are what voters blame him for.
- STATEMENT
Led the crowd in a "Where is Talarico?" chant and asserted Talarico had not been seen campaigning in Texas in 11 days.
- FACT
Trump called for a Paxton-Talarico debate, saying Paxton is "ready, willing, and able." Talarico replied on social media: "I agree. Ball's in your court @KenPaxtonTX." Talarico had earlier posted a voicemail inviting Paxton to debate, accusing him of "dodging debates."
- FACT
Held a "Midterm Rally" with Trump and Sen. Ted Cruz; Trump's third Texas trip in about 30 days. Gov. Greg Abbott did not attend.
- STATEMENT
Asked about the deficit, Paxton said: "Making some reasonable cuts to mandatory spending, you're gonna have to do it... We have to suck it up." He did not name programs; mandatory spending is roughly Social Security, Medicare, and Medicaid (about 75% combined per CBO).
Verification note: Single-source audio (held by the Tribune), reported by multiple outlets; quotes as reported.
- ANALYSIS
Say/do tension, labeled analysis: the leaked clip contradicts his campaign's August promise to the San Antonio Current (via deputy communications manager Noah Jennings) that Paxton opposes any cuts to Social Security. The Paxton camp did not respond to the new clip.
- FACT
Paxton's campaign claims the largest GOP Senate fundraising quarter of the cycle: $18 million from more than 160,000 donors in Q3, nearly double Q2's $9 million. Talarico's camp had not released Q3 numbers. The announcement followed a $20 million statewide media buy and the "Protecting the Texas Promise" tour.
Verification note: Campaign claims; not independently audited until the FEC filing.
- FACT
Texas PAC, the super PAC that received the Senate Leadership Fund’s transfers and is backing Paxton, is placing another $30 million in TV reservations, first reported by Punchbowl News. That brings its Texas TV spending to about $155 million and total spending to about $200 million.
Verification note: Reported tier: reservation and spending figures per Punchbowl News via Political Wire, not checked against FEC filings. “Received SLF’s transfers” is the documented link; no formal affiliation between the committees is established in this record.
- ANALYSIS
The Daily Caller reports the spending is driven by polls showing Paxton trailing Talarico; Talarico led by 2.8 points on the RealClearPolling average, and Cook rates the race a toss-up.
Verification note: Analysis as reported; polling numbers are the outlet's reporting.
- STATEMENT
Paxton's campaign sent donors a memo ahead of Oct 19 early voting warning of a "whopping" spending disparity, asking for "continued support" to "finish strong," and citing internal polling showing a tight race. The memo announced an $18.5M Q3 haul (the campaign separately claimed about $18M from 160,000+ donors) and a $20M ad buy; Talarico has raised nearly $70M cycle-to-date.
Verification note: Campaign's own figures; not independently audited until the FEC filing.
- FACT
Yahoo reports that GOP donors who long refused to bankroll Paxton after the Trump endorsement are now falling in line amid deteriorating polls; former NRSC executive director Jason Thielman: "So you lick your wounds if your guy doesn't win and get in line." The same piece reports MAGA Inc and affiliates expect to spend nearly $45M on direct mail, TV, and digital boosting Paxton through Oct 12.
Verification note: Single-source reporting; the spending direction corroborates the recorded ad-spend surge.
- STATEMENT
Paxton's office announced an investigation of UnitedHealth Group and issued civil investigative demands over alleged deceptive practices denying Texans medically necessary care (including alleged nursing-home payments to delay hospitalizations). Paxton said: "Alarming reports keep piling up about how United treats Texas consumers. I will not tolerate any insurance company putting illegal corporate greed over the people of Texas. No Texan should be denied medically necessary care, dragged through endless appeals, or stuck with devastating bills after trusting their insurer's word." No charges filed; allegations unproven.
- STATEMENT
Paxton's office announced it issued civil investigative demands to Hanes and Fruit of the Loom over possible PFAS and other toxic chemicals in children's underwear. Paxton said: "We must protect our children who cannot yet protect themselves. This includes making sure that the necessities parents rely on are free from toxic chemicals and do not harm the health of kids." He did not accuse either company of wrongdoing.
- STATEMENT
Paxton proposed strengthened rules implementing SB 17 to restrict individuals and entities connected to designated foreign adversaries from buying Texas land, including a planned online registry of covered properties and a new OAG task force on foreign land sales. Paxton said: "Under my watch, communist China, Russia, Iran, or any other of our nation's enemies or foreign nationals who threaten our national security will not be allowed to buy property in Texas." Rules to be published in the Oct 9 Texas Register for public review.
- STATEMENT
In an Oct 9 X post, Paxton wrote: "James Talarico skipped out on the Hispanic business leaders, canceled on the Central Texas African American Civic Engagement Symposium, and tried to pass off old content as new. He doesn't get to reappear like nothing happened after ghosting the 31 million Texans he wants to represent for two weeks. The 'flu' didn't stop him from meeting with New York billionaires and Hollywood elites, or from partying with celebrities at a music festival most working Texans don't have the luxury of attending, especially after taking two weeks off work. Must be nice after two weeks of PTO." (Distinct from his Oct 10 "Who actually believes that?" post already recorded.)
- STATEMENT
Paxton's campaign issued a statement demanding Talarico produce a doctor's note from the Dallas urgent care, a video of Talarico holding a newspaper showing the date, and his flight home from a New York fundraiser: "No video. No flight record. No doctor's note." The campaign asked "Where's Jimmy?" with 25 days to Election Day and early voting starting Oct. 19.
Verification note: Paxton campaign's demands as reported; distinct from his Oct 10 X post already in the record.
- STATEMENT
Paxton addressed the debate question directly for the first time in the record: "We've been working on that for months... he always wants something we can't do," contradicting Talarico's framing that the ball is in Paxton's court.
Verification note: Single-outlet report of the candidate's own remarks.
- FACT
AdImpact figures reported by NBC put Texas Senate spending since Sept 1 at $179M for Republicans versus $53M for Democrats. Early voting in Texas begins Oct 19.
Verification note: Figures relayed by the DSCC, a partisan source; kept labeled.
- ALLEGATION
The Wall Street Journal reported Paxton attended a Dec 31, 2024 New Year's Eve gathering in Dubai in a luxury high-rise overlooking the Burj Khalifa with his girlfriend Tracy Duhon, plus Anosh Ahmed and Sameer Suhail, two Americans indicted months earlier in federal court in Illinois for allegedly embezzling $15 million from a Chicago hospital where Ahmed was chief financial officer. Neither man had returned to the U.S. to face charges at the time; both have since returned. The Journal reviewed video footage and court records, and found no evidence linking Paxton to the alleged fraud or connecting the donations to the criminal case.
Verification note: The gathering is WSJ-reported, corroborated by local outlets. The underlying fraud charges are allegations; defendants are presumed innocent unless convicted. This record does not claim Paxton knew of the indictments before or at the time of the gathering: no reporting reviewed addresses that question, and nothing here implies knowledge.
- DONATION
Ahmed donated $190,000 total to Paxton, including $25,000 days after his indictment, per campaign-finance records reviewed by the Wall Street Journal.
Verification note: WSJ-reported totals; some outlets cite a $165,000 Transparency USA breakdown. The $25,000 post-indictment gift is consistent across secondary coverage.
- STATEMENT
Paxton senior adviser Nick Maddux did not address the Dubai gathering directly, saying: "Like President Trump, Ken Paxton has been politically persecuted for years, and every time, voters have seen through it and sent him back to office because they know he has always fought for Texas."
- STATEMENT
Texas Democratic Party spokesperson Ryan Martin said of the Dubai report: "New year, same old corrupt Ken Paxton."
- STATEMENT
Senate opponent James Talarico responded on X: “A party with multiple fugitives and Ken Paxton is still the sketchiest guy in the room.”
- STATEMENT
A political science professor who studies state attorneys general said it is hard to give Paxton the benefit of the doubt that he is “constantly working” given how often he leaves the state.
- ALLEGATION
The Washington Post reported Paxton received campaign contributions from the staff or political arms of five organizations with interests in legal matters on which his office weighed in. Per SA Current's summary, the Post accused Paxton of repeatedly writing legal opinions that favored wealthy donors, including manufacturers of a slot-machine-like device and an investor in a concrete facility attempting to overcome permitting constraints.
Verification note: Specifics from secondary summaries; the Post original is paywalled and was not retrieved directly. Recorded as allegation, not fact.
- FACT
New Texas Senate polls: Siena College / ReconMR (Oct 13) put the race at Talarico 48, Paxton 44; Quantus Insights (Oct 13, fielded Oct 9-11) put it at Paxton 47.2, Talarico 46.7.
- STATEMENT
In audio from a Sept 24 private donor meeting hosted by a GOP lobbying firm, published by Rolling Stone, Paxton told donors Gov. Greg Abbott is "struggling" against Gina Hinojosa despite not facing his disadvantages; predicted Republicans will "probably lose some seats" in the Texas statehouse; and enumerated his three disadvantages: "not having time to raise more money, having the negative ads, and my opponent is well-funded and well-known." This is a new clip from the same Sept 24 event that produced the earlier (Oct 1, NYT) Trump-convention audio.
Verification note: Rolling Stone is the primary holder. A campaign response to this specific clip was not found; the campaign's "manipulated nonsense" response addressed the earlier NYT clip. The private assessment contrasts with the campaign's public confidence posture.
- FACT
The Washington Examiner reported the Texas Senate race has seen more than $500 million in combined ad spending.
Verification note: Single source; the figure is the Examiner's characterization, not a verified FEC total.
- STATEMENT
Announced an 18-day "Come and Take It" bus tour, 30+ stops starting Saturday Oct 17 in Rockwall and ending at the Alamo on Nov 2: "In Texas, 'come and take it' has never been a slogan. It's a promise." Attacked Talarico as "bankrolled by national Democrats and Silicon Valley billionaires" (Reid Hoffman $11.5M to a pro-Talarico super PAC).
- STATEMENT
Senior adviser Nick Maddux did not address the Dubai trip: "Like President Trump, Ken Paxton has been politically persecuted for years, and every time, voters have seen through it and sent him back to office because they know he has always fought for Texas."
- STATEMENT
Paxton declined all four debate invitations; no Paxton-Talarico debate is scheduled (Talarico accepted four).
- ALLEGATION
Video shows Paxton celebrating New Year's Eve 2024 in Dubai with girlfriend Tracy Duhon and two U.S. fugitives, Anosh Ahmed and Sameer Suhail, indicted in Illinois federal court over a $15M hospital embezzlement scheme (plus an alleged $195M COVID-test scheme); Ahmed donated $190K to Paxton, including $25K days after the indictment. Paxton's campaign did not deny the trip.
Verification note: WSJ reporting via a local Fox relay; campaign non-denial noted, not a confirmation of all details.

Verification note: Weak outlet relay; figures corroborated by Newsmax's McLaughlin piece (Oct 17) which also cites the same polls.
- STATEMENT
Paxton launched his 18-day "Come and Take It" bus tour at Rockwall Municipal Airport, telling supporters: "My message to the far left extremists who are destroying our Texas is 'Come and Take It.' That's the message of our entire tour."
Verification note: Aggregator relay (tspantx.com) of CBS News Texas reporting.
- FACT
Elon Musk contributed $158M to groups backing Paxton: $75M to SLF PAC on Sept 9 and $83M on Sept 22; SLF then gave Texas PAC $75M on Sept 10 and $83M on Sept 24, its only two contributions.
Verification note: Reported tier: USA Today citing FEC filings released Oct 15, not independently checked against the filings by WWF. Filings show Musk’s contributions to SLF and SLF’s transfers to Texas PAC; they do not prove Musk’s specific dollars were the ones transferred (money is fungible).
- STATEMENT
Trump reiterated his Paxton endorsement: "Ken Paxton is the Greatest Attorney General in the History of Texas, and has my Complete and Total Endorsement to be the next U.S. Senator from Texas -- HE WILL NEVER LET YOU DOWN!" He released a five-minute attack video on Talarico, calling him "James TalaFREAKO is a Radical Left Lunatic and Vegan who is the ANTITHESIS of Texas Values," mixing policy criticism with personal claims (Talarico's diet, a flu absence).
Verification note: Trump's claims about Talarico are unverified statements, not facts. Video transcript details are from a fan archive (trumpstruth.org); the post itself is as reported by multiple outlets.
- STATEMENT
Paxton launched the tour (announced Oct 15) at Rockwall Municipal Airport before about 200 people (per the Dallas Morning News): "This race is about defending our country and this great state of Texas... We will be out working, but we need your prayers." On Talarico: "He won't fight for you. He'll fight for them. So my message to anyone who comes after Texas is the same one Texans have been sending for almost two hundred years: Come and take it."

- FACT

Kennedy Jr. and invited supporters to "vote, then join me at Matt's Rancho Martinez at 11:30 AM" in Allen, TX. At a Sunday San Antonio rally he said he would "get bureaucrats out of the way of the men and women who drive our economy" and "If we lost Texas, we lose America."
Verification note: Announced events. The RFK Jr. appearance is per Paxton's own X post and one aggregator; not independently confirmed.
- STATEMENT
Paxton held his early-voting kickoff before a standing-room crowd of about 500, introduced by HHS Secretary Robert F. Kennedy Jr., Comptroller Don Huffines, and Republican legislators. He said he would "take on big pharma and big food" in the Senate and pledged to "Make America Healthy Again." On the stakes: "If we lose Texas, we lose America." Whistleblower suit (Texas Whistleblower Act): four former top deputies who reported Paxton to the FBI in 2020 (alleging he abused his office to benefit donor Nate Paul) won a $6.6 million judgment from Travis County Judge Catherine Mauzy in April 2025; Paxton called it "ridiculous" but dropped his appeal in July 2025.
